Adupa Emmanuel

Director - Legal and Regulatory Affairs
Adupa Emmanuel is a Ugandan Legal Practitioner, human rights advocate and social justice practitioner whose work sits at the intersection of law, sexual and reproductive health and rights, gender justice, community empowerment and access to justice.
He is passionate about using law and rights-based approaches to address the structural barriers that prevent individuals and communities from living with dignity, exercising their rights and accessing justice.
Emmanuel's professional journey has brought together legal practice, human rights advocacy, community engagement and sexual and reproductive health and rights. His experience includes youth and children's rights advocacy, and engagement with the wider human rights and civil liberties sector. He has also developed a growing body of thought and advocacy around SRHR in Uganda, including questions of inclusive healthcare, rights, dignity and more effective approaches to SRHR programming.
His legal and human rights perspective has been further strengthened through engagement with Ahaki Institute, including advanced learning in reproductive justice and SRHR advocacy. This has deepened his understanding of how law, policy, age, gender, social norms and power intersect to shape people's ability to access and exercise their sexual and reproductive health and rights.
Emmanuel brings these experiences together around a simple conviction: rights cannot be treated as separate when people's lives are not separate.
His work is grounded in the belief that meaningful change must be shaped with communities, informed by lived experience and strengthened through accountable partnerships. He is particularly interested in the connections between SRHR, sexual and gender-based violence, climate justice and legal empowerment, and in building practical pathways through which people can know their rights, claim them and obtain meaningful remedy when those rights are violated.
He is committed to building an organization that listens before it acts, learns from communities and partners, uses law as a tool for social change, and remains accountable for the commitments it makes.
His vision is of a society where dignity is protected, rights are accessible, communities have agency, and justice is not a privilege but a reality for all.
